Can Cortex do reaction roles?

Reaction roles are Carl-bot's specialty and Cortex does not provide them. If that is the feature you need, Carl-bot remains the better fit — this is a genuine gap rather than an oversight.

Is Cortex heavier on the server than Carl-bot?

Yes. Cortex does considerably more per server (economy, leveling, tickets, automod, music), so it will use more of the 256 MB Discord memory budget than a lightweight utility bot. If you are near that limit already, that matters.

Should I switch from Carl-bot?

If your only needs are music and reaction roles, there is no reason to. Switch if you have outgrown those and need moderation, economy or support tooling.
